ISO Inspection Body
Our inspections, conducted under government agency oversight and ISO 17020 certification, encompass Vehicle Appraisal Inspection (VA), Vehicle Structural Inspection (SI), Quarantine Inspection (QI), and Odometer Inspection (OI), Roadworthiness inspections(RWI), Radiation inspections(RI), Export Certificate Authentication, and Heat Treatment(HT).
VEHICLE APPRAISAL INSPECTION(VA)
The vehicle appraisal (“VA”) inspection is conducted based on ATJ’s internal Vehicle Appraisal Inspection Procedure (ATJ-PRTD-001).
The scope of this VA inspection service includes inspection done upon arrival and receipt of the vehicle at ATJ’s yard sites. The vehicle is then checked as to the correctness of the vehicle information, its status and notes as to the damages and accessories of the vehicle are documented at this stage.
ATJ’s independent vehicle appraisals are designed to provide customers with both historical vehicle profiled data and physical inspection by a qualified technical expert to validate this information.
This service is also known as Terminal Receiving Inspection (TRI). Upon arrival at ATJ’s yard sites, vehicles are further inspected to identify whether those units have been through pre-purchase inspection or previously inspected by a vehicle auction or lease company’s appraisal service. A vehicle has undergone pre-purchase inspection if it has a Vehicle Inspection Checklist with it. No vehicle is released that has not been subjected to ATJ’s inspection processes duly conducted by its technically compliant specialists.
Vehicle Structural Inspection(SI)
Structural Inspection (SI) service is conducting inspection based on ATJ’s internal Structural Inspection Procedure (ATJ-PRTD-003).
Structural damage/deterioration inspection is an inspection process which aims to inspect and identify reportable damages and deterioration of the vehicle. The process includes flagging those vehicles with damage, writing down a clear description of the damage and taking a photo of the damaged area. These flagged damaged vehicles will then be reported to the customer and/or government agencies of both the origin and destination countries.
The basis and scope of inspection is the set regulatory damage allowable for exportation to and importation by the destination country. Several countries usually require that structural inspection and/or certification activities are conducted to ensure that safety standards are met, and performing this service usually requires advanced equipment, tooling and staff with structural training capabilities.
ATJ performs structural inspections for New Zealand (viz. New Zealand Transport Agency [NZTA]) and is the first inspection company to have its systems of equivalence pass their stringent structural inspection requirements.
Quarantine Inspection(QI)
The Pre-Quarantine Inspection (PQI) service is conducted in accordance with ISO 17020 certified procedures.
Pre-quarantine inspection is an inspection process which ensures and validates that the decontamination of a vehicle has been properly done. This process is supported by verification and certification procedures to ensure that New Zealand Ministry for Primary Industries (NZ MPI) bio security requirements have been met.
The inspection covers all related used vehicles and vehicle parts: cars, car parts as well as the cargo inside inspected vehicles, tyres on rims.
Note: For New Zealand Requirements – The revised NZMPI Import Health Standard (IHS) implemented on 31 August 2020 for used vehicles and machinery applies (including the agreed contaminant thresholds).
The Import Health Standard has been updated and the certificate is now only provided on request.
Odometer Inspection (OI)
The vehicle odometer inspection (OI) The vehicle odometer inspection (OI) is conducted based on ATJ’s internal Odometer Inspection Procedure Non-Invasive (ATJ-PRTD-002A).
Odometer integrity inspection is an inspection process that ensures that the accurate mileage of the vehicle is properly displayed and it is designed to be able to recognize tampered odometers and prevent odometer fraud.
The scope of the process covers odometer visual checking including external cover inspection and actual meter casing inspection.
ATJ will not issue its ATJ Odometer Approved Certificate for vehicles identified as having tampered units.

Odometer inspection is an important protection against odometer fraud – the illegal process of tampering a vehicle’s odometer in order to display a lower mileage than its actual reading. Odometer fraud is increasingly becoming prevalent in markets like NZ, where the demand is high for quality used cars with low mileage.
Roadworthiness inspections(RWI)
Roadworthiness inspection is conducted based on ATJ’s internal Roadworthiness Inspection Procedure (ATJ-PRTD-006).
Radiation inspections(RI)
Radiation inspections is conducted based on ATJ’s internal Radiation Check Procedure (ATJ-PRTD-007).
Export Certificate Authentication
Export Certificate Authentication is conducted based on ATJ’s internal Export Certificate Authentication Procedure (ATJ-PRTD-005).
Heat Treatment(HT)
Heat Treatment is conducted based on ATJ’s internal Biosecurity System Operating Manual for New Zealand (ATJ-SOMTD-001).
